01 E-Bike Ordinance Heads to Public Hearing and Vote

On Thursday, August 27, at 7:00 PM, the Abington Township Board of Commissioners will hold a public hearing and final vote on Ordinance No. 2244, which would amend Chapter 158 of the township code to ban electric bicycles and electric scooters from all township parks and trails.

The ordinance was advanced by a majority of the 15-member board in July, citing safety concerns and a rise in e-bike-related incidents across the region. If passed, the new rules would:

  • Prohibit e-bikes and e-scooters on all township park property, including trails, pathways, and open spaces
  • Establish definitions for Class 1, 2, and 3 electric bicycles as well as electric scooters
  • Make use of e-bikes and e-scooters in parks a prohibited act subject to enforcement

The meeting will take place at the Abington Township Municipal Building, 1176 Old York Road, Abington. The public is welcome to attend and comment. If you cannot attend in person, written comments may be submitted to the Township Manager's office ahead of the meeting.

This topic affects everyone who uses the township's parks -- from families with young children at High School Park's playground to cyclists commuting through Alverthorpe Park on the way to the train station. Know Before You Ride: Under Pennsylvania state law, e-bikes are generally allowed anywhere traditional bicycles are permitted -- including streets and sidewalks -- provided the motor is under 750 watts, the max motor-powered speed is 20 mph, the bike weighs no more than 100 lbs, and it has operable pedals. Riders must be at least 16 years old. The proposed ordinance would go further by restricting park and trail use specifically. 02 Planning Commission Meets Tuesday

Before the Commissioners take center stage Thursday, the Abington Township Planning Commission meets on Tuesday, August 25, at 7:00 PM at the Municipal Building. Planning Commission meetings review land development proposals, zoning matters, and subdivision plans that shape the physical character of the township.
